Not an eel. Electric eels don't have a row of teeth such as that.
It's a Frilled Shark if I'm not mistaken. At first the 'nostrils' looked more like the horned shark but the teeth and size of the mouth seems more like the Frilled shark. Like I said, I could be wrong.
