I don't understand why he would say that you are saving money by not heating the water. You have to heat the water either with a hot water heater or a tank heater in aquarium. Hot water heater I think would be more efficient. So you don't save money at all, it cost more because you are more than likely changing out more water than you would otherwise. Also, he could regulate the amount with timers and not have it drip nonstop 24hrs a day. Do not use a pvc overflow unless you are in a garage. It can loose syphon and flood your house.
