Texas Holey Rock is limestone and will drive your PH up. I have 100 lbs of holey rock and a couple hundred pounds of African Cichlid substrate in a 240 gallon tank. I do about 20% water changes weekly and my PH stays around 8.0. I am guessing that a large volume of holey rock will take the PH higher, just don't know what it would tap out at.

Holey rock buffers a little, but not enough to count on. The substrate and crushed coral in the filters would do it more.

I have a lot of holey rock, but most of it is half covered in algae which probably hinders it's buffering properties. It doesn't look all that great, but it's more natural and my fish like it. Especially my tropeus and plecs.
